Jim Shear
(1952-2006) was the firm's Director of Client Services
responsible for providing our clients with assistance
in the area of school finance, including estimates of
state aid changes due to post-appeal property value reductions.
Mr. Shear joined the firm in 1989 following
a 15-year career as a senior manager and school finance
specialist for former State Comptroller Bob Bullock.
Mr. Shear also served as a tax policy consultant
and legislative liaison for the Equity Center and the
Texas Association of School Boards during his tenure with
the firm. |

Risa Glenn is
responsible for managing the firm's Local Tax Roll
Quality Assurance Program. Her duties include detailed
research and analysis pertaining to the accuracy of classification,
valuation and exemption data for all property categories
and preparation of amended self-reports. Ms. Glenn
joined the firm in 1998 from the Comptroller's Property
Tax Division, where she audited original and amended self-reports
of property value for nearly 200 school districts and
was solely responsible for compiling and certifying
all Section 403.302(h) audit requests to the Texas
Education Agency for the 1996 tax year.

Rick Fritts is
the firm's in-house Valuation Appeals Specialist, responsible
for coordinating the firm's research and data gathering
efforts. Mr. Fritts joined the firm in 1990 after
nine years with the State Property Tax Board the last
three years as Assistant Deputy Director for Valuations
for the division responsible for conducting the Property
Value Study.

Kelly Fraser, a
state certified licensed appraiser, worked for the State
Property Tax Board from 1985 through 1988. During that
time he served as Coordinator for the agency's Commercial
and Industrial Appraisals Section. Mr. Fraser
compiled four years of experience as a real estate professional
prior to joining the State Property Tax Board, and he
returned to the private sector in 1989 focusing his
efforts primarily on commercial and industrial real and
personal property. Mr. Fraser serves as a consultant
to the firm.

| Bruce Martin is
a state certified licensed appraiser. From 1995-1999 he served
as Senior Appraiser for the San Jacinto Central Appraisal District,
where he developed land and improvement tables and coordinated
the district's mapping system. From 1988-1995 he served as a
commercial fee appraiser for Stanfield & Associates in Houston.
Mr. Martin has substantial expertise in the valuation
of agricultural and timber properties. He serves as a consultant
to the firm. |
