| A founding partner
of Ray, Wood, & Bonilla, Randall Buck Wood is a nationally
recognized expert on school finance, ethics, and election law.
Buck has tried dozens of cases before the Texas Supreme Court,
and since 1992, has served as co-counsel for the 125 Plaintiff-Intervenor
school districts in the on-going Edgewood school finance lawsuit.
Buck also serves as the General Counsel to the Equity Center,
an association of over 500 below-average-wealth school districts
committed to ongoing improvements in Texas public school funding.
Prior to founding the firm, Buck served as Director of the Elections
Division in the Texas Secretary of State’s Office and the Executive
Director of the public interest group, Common Cause. Buck served
as Deputy Comptroller and Chief Clerk under Bob Bullock, in
addition to holding other high-level management positions with
the State Comptroller’s Office.

Doug Ray joined Ray, Wood, &
Bonilla in 1991. Doug specializes in commercial and consumer
collections, general business litigation, and appeals. Doug
has represented clients before state and federal district courts,
Texas courts of appeals, and the Texas Supreme Court. Prior
to joining the firm, Doug practiced law in the State of California,
and served as a law clerk in the Ninth Circuit Court of Appeals
in San Diego.

Ray Bonilla joined Ray, Wood,
& Bonilla in 1998. Specializing in state and local taxation
and administrative law, Ray represents businesses and individuals
before the Texas State Comptroller's Office, and other state
agencies. Ray provides audit defense and prosecution of refund
claims, and advocates for policy changes on behalf of our clients.
Ray also is actively involved in the Firm’s school finance practice
taking a lead role on issues relating to the State Comptroller’s
Property Value Study. Immediately prior to joining the firm,
Ray served as General Counsel of the State Comptroller’s Office
under John Sharp. As General Counsel, Ray frequently represented
the Comptroller before Texas legislative committees, and advised
policymakers on a wide range of tax and fiscal matters. Ray
also served as legislative counsel to former U.S. Senator Lloyd
Bentsen.

Dylan Wood joined Ray, Wood,
& Bonilla in 1996. Dylan leads the firm's delinquent
property tax collections practice. Dylan is also the firm’s
lead attorney in litigation that arises between appraisal districts
and property owners over property values. In recent years, Dylan
has gained considerable expertise in construction related litigation—and
has represented contractors, subcontractors, and homeowners
in disputes related to the building process. Dylan graduated
from law school at Texas Tech University, and interned with
